Does Lombardy qualify for Italy's 7% tax on foreign pensions?

No. The 7% flat tax on foreign pensions applies only to comuni of up to 20,000 people in Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia and Sicily. Lombardy is not one of them.

Where are the cheapest houses in Lombardy?

In the small inland comuni that are losing people fastest — the list on this page is a good place to start. Genuinely cheap houses come from three places: one-euro schemes, Italian court auctions, and owners selling privately, often with no agent at all.
